Physical vulnerability assessment to flash floods using an indicator‐based methodology based on building properties and flow parameters

This study focuses on the physical vulnerability of buildings to flash floods using an indicator-based methodology. A index (PhVI) that combines intrinsic (IV) and flood intensity (FFI) is proposed. IV evaluates propensity suffer damage, resulting from indicators related building properties. FFI estimates potential cause flow parameters. PhVI was applied a critical section small drainage basin in Portugal where are frequent. Evaluating natural hazards essential assessments. addresses two problems found literature: lack flood-dedicated assessments difficulties assembling properties defined methodologies. useful tool damage records rare or non-existent, allowing prioritisation resources application local protection measures. can be adapted other areas hazards, although more research needed improve knowledge weights FFI.
